Also includes short history of the normal school in San Marcos, Texas, and describes the purpose of a normal school. Has an appendix about the summer session which includes a list of student who attended in the summer of 1909.
Originally the signing of the Higher Education Act was supposed to be signed outside in front of the Main Building (now called Old Main). It was moved inside of the Strahan Gymnasium (now the Music Building) when it started to rain.
